How come I can't get any shorts to fit me?

I need serious answers please. Does anyone know of any shops in the UK where I can get petite shorts. The only shorts that I feel fit me well are hollister shorts in size 0, w24. I have no idea what this in normal sizes becuase the sizes there are so weird. But in places like topshop ect all the shorts fit round my waist, but I can't seem to find a pair with narrow legs, like the hollister ones. The thing is hollister is expensive, so I am interested to know where to find a good pair of shorts that will hug my legs, rather than being a bit baggy so you can see my pants when I sit down! :(
