How do I get my sister to be quiet!?

My YOUNGER sister is the most annoying thing sometimes! She always hits me and makes rude remarks in front of my friends! My mom tells her to stop and punishes her, but she wont stop! I need her to be quiet or not be rude, and i can't touch her or ill get in bigger trouble because im older!
