Bay Fishing Problems?

I cant seem to catch any striped bass or weakfish in the back bays. Ive used spearing, bunker chunks and even fished a little at night. People say you can catch bass in the bays but I have been trying for 2 years during the summer with no results. I have caught snappers bluefish and small flounder. I guess either there arent any striped bass or weakfish or many im doing something wrong. Any tips or opinons would be great thanks.
