Is there a fast way to potty train a puppy?

I have a puppy that is 9 weeks old. He's fine when he goes outside but when it comes to house training him it doesn't seem to work. We have one place in the apartment where he is aloud to do his business. We don't have any of those wee wee pads but we have down newspaper. Every time he goes 1 or 2 on the carpet we punish him, rub his nose in it then put him on the news paper but later he just seems to do it all over again. I don't know if its because he's a baby or if he's just straight up stupid but I can't keep waking up to little puppy presents. Is there any other effective ways I can train him to not do it on the carpet but on the newspaper?
