Stop dog pooping in house?

i don't know what to do. He's 11 months old, goes outside with the other dogs several times during the day and night. He see them go outside and not get punished, and I've seen him go outside too (I praised him a lot for that), but he still poops in the house. What's worse, when I go to punish him, I take him by the scruff of neck and hold him by poop and say NO NO NO... he turns and tries to bite me. I don't do any of this in anger. So now it seems like I cant even swat him or I get bit. I've had him for over a month now and still no progress. I've been telling myself he just needs to adjust to new house, but come on!!! Oh and taking him for walks is out of question right now cuz he doesn't know how to walk on leash, but we're trying. :)
