Why is it that everywhere I go in Australia I step in #$%# chewing gum?

Its just so frustrating that I keep getting chewing gum stuck to my slippers all the time, what are politicans doing to catch these #$%# scoundrels and punish them to the full extent, we can send rockets to the moon but we cannot get those sticky little globs off the #$%# footpath?, I pay my taxes yet every time I go out my front door I am in terror of stepping in #$%#, can you tell me any place in Australia where this does not happen because if there is such a place I would like to move there.
