Is it legal to announce a student's grade?

My science teacher got upset with us for getting low grades on a test a while ago, so to punish us he announced all of our grades as he handed them back. Is that legal? I thought FERPA said you can't. Don't students have a legal right to privacy? Please cite legal sources. Thanks.
