When starting my snapper lawn mower the shear pin is breaking what could be causing this?

Are you asking about the pin in the starter bendix ???...If the pin broke initially and was not replaced with a "Hardened" pin it will continue to break till a hard pin is put in...If it isn't this pin... Tell us what pin
